GovCIO is currently hiring for a Warfare/Mineman analyst. This position will be located in San Diego, CA and will be an onsite position.
GovCIO is currently hiring for a/an Mineman Analyst who is a Subject Matter Expert (SME) with previous Navy training experience in the Mineman (MN) rate. The SME will work with Program Analysts (PA), Instructional Designers (ID), and government stakeholders to conduct analysis, design, and development in support of Naval Aviation Warfare Command Training Support Detachment's (NAWC TSD) implementation of the Ready, Relevant Learning (RRL) Learning Content, Material, and Curriculum aligning with Sailor 2025 objectives. This is a San Diego, CA opportunity that requires full-time in office support and a secret clearance.
Responsibilities:
- Perform and support Naval Education and Training Command (NETC) Fielding Plan analysis and evaluation, in collaboration with IDs, of curriculum documents for the local NAWC TSD Learning Center
- Use Government Furnished Information (GFI) and approved analysis and design products develop Interactive Courseware (ICW) according to the RRL/Sailor 2025 standards.
- Possess thorough competence in the subject area of the mine operations and maintenance.
- Recommend content topics, sequence for presenting topics, and activities based on objectives and updates during Job, Duty, Task Analysis (JDTA) workshops.
- Verify and ensure the technical and operational accuracy of the GFI and other subject matter information sources as required.
- Advise the NAWC TSD development team of enhancements to curriculum, elements that may be confusing or difficult, and new performance techniques or resources.
- Ability to work in a production driven environment and meet deadlines.
- Ability to work collaboratively with the NAWC TSD development team.
- Assist in the planning and development of curriculum by providing consistent, well written, and technically accurate RRL/Sailor 2025 ICW course information material.
- Work as a NAWC TSD courseware development team member and attend working group meetings and conferences as required.
- Assist with updating analysis, design, and development products to include:
- Job Duty Task Analysis (JDTA)
- Training Project Plan (TPP)
- Course Training Task List (CTTL)
- Training Course Control Document (TCCD)
- Course Master Schedule (CMS)
- Instructional Media Design Plan (IMDP)
- Instructional Media Materials
- Testing Plan
Qualifications:
- Bachelor's with 2 - 5 years (or commensurate experience)
- Previously served in the U.S. Navy as a Mineman (MN)
- Experience working in a collaborative environment supporting instructional analysis, design, and development
- Experience with researching and sourcing information that will benefit the development of U.S. Navy training
- Clearance required: Secret

Posted Pay Range
The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an "at-will position" and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.
