Repsol is seeking an experienced S&E Regulatory Analyst to oversee S&E compliance for our oil and gas exploration and production operations in Texas. In this role, you will be responsible for monitoring the existing and new S&E legal requirements on a periodic basis, ensuring compliance with local, state, and federal regulations, as well as company policies and procedures. You will work closely with our S&E and operations teams to ensure that all operations are conducted in a safe and environmentally responsible manner.
S&E compliance is one of the most important parts of legal compliance. S&E regulations are developed at different levels: local, state and federal and on different matters: Health, Safety, Environment (air, waste, water, hazardous materials, etc). The S&E Regulatory Analyst will play a critical role in managing the regulatory compliance for Repsol production operations as effectively as possible.

Responsibilities
- Maintain the S&E legal compliance database: Ensure S&E compliance records are complete, up-to-date and known and understood by personnel.
- Implement current S&E regulations including local, state and federal regulations and work together with the SEMS Coordinator in the implementation .
- Implement changes to S&E compliance processes due to new or amended regulations.
- Conduct internal S&E compliance audits and inspections on sites to ensure compliance with regulations and company policies.
- Facilitate 3rd party S&E compliance inspections and audits to identify deviations from applicable policies, regulations and procedures, as well as opportunities for improvement. Review and submit the corresponding reports.
- Participate in all S&E regulatory audits performed by local, state and federal regulatory agencies.
- Perform periodic self-assessments as well as periodic reports on S&E compliance.
- Prepare S&E Compliance Action Plans .
- Coordinate the implementation of the S&E Compliance Action Plans.
- Advise leaders and managers on S&E compliance matters.
- Act as liaison and foster and maintain relationships with S&E local, state and federal regulators (TCEQ and environmental side of the RRC, others).
- Attend workshops and conferences associated with industry S&E regulatory updates.
Requirements
- Full US work authorization, without limitations, conditional requirements, or sponsorship required, now or in the future.
- High school degree, or equivalent, in combination with required experience listed below.
- A minimum of 5 years of experience in S&E compliance in the oil and gas sector, with a focus on onshore exploration and production operations
- Strong knowledge of local, state, and federal regulations related to oil and gas operations, including EPA and OSHA regulations
- Strong communication and leadership skills
- Ability to work independently and in a team environment
- Willingness to travel to the field sites as needed
Preferred qualifications
- Bachelor's degree in Occupational Health and Safety, Environmental Science, or related field
- S&E specific legal training
- OSHA 30-hour (General Industry and/or Construction)
- CHST, OHST, ASP, CSP certification or similar
Location & Schedule
- Exempt, full time salaried, based out of our US headquarters in The Woodlands, Texas, with occasional travel to field sites.
- Candidates should be able to reasonably commute to the office in The Woodlands, Texas. Position does not include relocation support.
- This office follows a hybrid work model and compressed work schedule (9/80); however, the specific schedule is to be discussed with and confirmed by the hiring manager based on business needs.
